Carshalton Central has elected local Liberal Democrat councillors in varying numbers since 1986 (although the first one was originally elected as Lib/SDP Alliance).
“FOCUS” is our regular newsletter to all residents for the last 31 years delivered by dedicated volunteers and councillors FREE to all households about every 2-3 months, ever since 1985.
As Liberal Democrats we believe that the work of politicians should ALWAYS be accountable, open and transparent. We work for YOU! By detailing some of the work we are engaged with we can be accountable to the residents of Carshalton Central ward who voted us to be their representatives on Sutton Council.
Carshalton Central ward which we represent consists of parts of both the Carshalton SM5 and Sutton SM1 postal districts. Carshalton Central ward is bounded by Brookfield Avenue, West Street down to the Colston Avenue roundabout and the railway line (that runs between Carshalton and Hackbridge Stations) to the north, The Grove Park, Rotherfield Road, and Woodstock Road to the east, Ashcombe Road, Blakehall Road and Harrow Road to the south, and King’s Lane, Sutton Grove, Harold Road and Florian Avenue to the west.

Councillor Jill Whitehead has lived on the Poets’ Estate in Carshalton Central Ward for the last 19 years, and first moved to Sutton at age 11 years attending Wallington High School for Girls. She is married with two adult sons, one of whom attended Sutton Grammar School. She first joined the Liberal Party in 1973, and then the Liberal Democrats. Jill retired four years ago and has considerable work experience specialising in the environmental, economic and community development, leisure and cultural fields.
Jill has been Chair of the Council’s important Environment and Neighbourhoods Committee since 2012. Her portfolio covers green issues, waste and recycling, highways and transport, parks and trees, air and water quality, leisure, arts, heritage, libraries and culture. In this capacity, Jill Chairs the Council’s Public Transport Liaison Group of transport stakeholders, is a Trustee of the Wandle Valley Regional Park, sits on the South London Waste Partnership, and is part of the councillor group overseeing the Sutton-Kingston shared Highways service. Jill is also a member of the London Councils Transport and Environment Committee.
Jill has also been a member of the Council’s Strategy and Resources Committee since 2012, and the Carshalton and Clockhouse Local Committee since 2010. She served for two years (2010-12) as Vice-Chair of both Carshalton & Clockhouse Local Committee and the Council’s Scrutiny Overview Committee.
Jill has recently chaired the Carshalton Forum of Carshalton Friends Groups. She is also an active member of several local groups, being a former Chair of Friends of the Grove, the former Chair of the Erskine Village and Benhill Community Association and a former school governor at All Saints’ Primary School. She is currently a committee member of the Friends of the Grove, a member of The Friends of Honeywood Museum, and a member of the Carshalton Central Police Safer Neighbourhood Team. Jill’s interests include the environment, transport, community engagement and local heritage.

Councillor Chris Williams was elected in a by-election on 28th July 2016 and is thus the newest member of the team of Liberal Democrat councillors representing Carshalton Central ward. Chris has lived in Carshalton Village since 2009 and has worked in the borough since 2002; he taught English and Drama at Wallington County Grammar School. Previously, Chris worked as a Deputy Headteacher in Twickenham from 1984 until 2001.
Originally from Gloucester, Chris was a student at Swansea and Manchester universities and worked in Northampton and Chester before moving to London. Always interested in politics, Chris joined the Liberal Democrats when he retired from teaching in 2014 and immediately became active in the ward, working closely with Jill and Hamish. He is Vice Chair of the Carshalton and Clockhouse Local Committee and has so far been appointed to the Scrutiny Committee on Sutton Council.
Chris is also a member of the PCC at All Saints Church in Carshalton. Chris is particularly keen to be involved in heritage and environmental issues and hopes to be as involved as possible in working to improve the cultural and leisure facilities available to residents of the ward and the borough.

At university, he studied History and International Relations, with a particular interest in ‘hidden histories’, of ordinary people, giving him a particular appreciation for the importance of our local heritage sites and historic buildings, which offer a window into Carshalton’s past. As your councillors, we deliver regular FOCUS Newsletters throughout Carshalton Central ward every two or three months with the very welcome help of a network of volunteers, as the Lib Dem Team have done continuously for over 31 years.
