St Philomena’s School expansion

stphilomenaslogo_1A planning application has been submitted for the expansion of St Philomena’s school (C2015/71900) to provide an additional one- form entry of 30 pupils totalling 200 extra pupils over seven years. As there are currently 1303 pupils this will take the overall total to 1503 pupils.

In 2015/16, the first year after expansion, the number of year 7 (first year) pupils will rise from 204 to 234 pupils. The school has undertaken that all the expansion will come from Sutton Borough children. The expansion will consist of eight new classrooms in a two storey building.

At present 60% of pupils come from outside the Sutton boundaries. The 2012 School Travel Plan shows that 27% of pupils were driven or drove to school, or shared cars or “parked and strode”.  A total of 41% caught the bus, 18% used rail and 15% walked or cycled. The 2013/14 school travel survey showed a slight increase in bus users at 44%.

However, no new car parking or vehicular access arrangements form part of the application. But a parking study has been conducted by the school in the Poets Estate area  – bounded by Shorts Rd/Alma Rd, Colston Avenue and stretching along Westmead Rd from Westmead Corner to Browning Avenue and Highfield Rd. This shows an existing capacity of 84% of parking spaces when max capacity is defined as 85%.

Many residents report parents parking across their drives and on double yellow lines, especially in Shorts Rd/Alma Road, and in the area around Westmead Corner. Jill and Alan recently met the Head Teacher to discuss options. They asked that the school stagger opening and closing times, encourage more pupils to use public transport or walk/cycle, older children in particular. They asked for proactive enactment of the School’s travel plan and greater enforcement of parental behaviour at school start and finish times.

Poets Estate – 10 Big Actions by the FOCUS Team

Some things we’ve done for you in the Poets’ Estate:-

1) Benhill Rec. We installed new play facilities, planted lavender beds and removed the old skateboard ramp.

2) Westmead Road/Carshalton Grove. We asked the Council to investigate and prevent future floods in this area.

3) Colston Avenue/Coleridge Avenue/Court Drive. We installed new yellow lines to reduce commuter parking.

4) Free Grit. We installed new grit bins in many locations in the Poets’ Estate/Westmead area of the Carshalton Central ward, including at the junction of Sutton Grove/Waterloo Road.

5) Street Trees. We have got planted 81 street trees in Carshalton Central ward many of them in the Poets’ Estate.

6) Mead Crescent. Road was resurfaced.

7) Shirley Avenue. Road and pavements were resurfaced.

8) Westmead Allotments. Better secure fencing installed.

9) Shorts Road/West Street Footpath. We asked the council to clear dog mess and asked police to monitor the area.

10) Wrythe Rec. We installed new play facilities in the rec. We asked that the railings are refurbished and work is underway.

And….We have also kept residents informed and supported residents in the various planning applications affecting our area. Examples are the Carshalton Athletic Football Club’s applications for 3G plastic surface for the football pitch and extended hours of lighting both of which were unanimously refused by Sutton Council’s planning / development control committee.

More and More Housing…

A lot of new housing and special care/residential developments have been completed in Carshalton Central ward in recent years:-

1) Coleridge Avenue, Poets’ Estate (4 detached houses) replacing one 1920s detached house.

2) Carter House/Denny House/Jennings House, 229-245 Carshalton Road/1B and 1c Shorts Road, Carshalton (44 flats) on site of a former terrace of 9 shops with flats above.

3) Nicole Lodge, 2 Carshalton Park Road (on the site of former Texaco Garage) (12 flats in a new “conservation-area-sympathetic” neo-Georgian block, plus 2 flats at no. 33 Pound Street).

4) Doric House, Carshalton Grove (11 flats).

5) Hillside, 163 Carshalton Road (3 new roof top flats above a 1970s block of flats).

6) Lakin Close/2-4A Rotherfield Road (6 new houses in the close, 3 new houses in Rotherfield Road replacing 4 inter-war detached houses/bungalow).

7) The Park/Corbould Close (conversions/alterations of former 1920s Carshalton War Memorial Hospital) (13 houses). In the Carshalton Park Conservation Area.

8) Ashcombe Court, The Park (10 new flats replacing former nurses’ care home).

9) Corbould Close (8 new residential care flats in grounds of Carshalton War Memorial Hospital).

10) Cedar Close off Salisbury Road (9 new mews style houses replacing former special health care bungalows/houses).

And there’s more to come:-

1) Cowper Avenue/Byron Avenue/Kingsley Avenue/Westmead Road (74 bed care home and some 2 storey houses on former Westmead House site). Now under construction.

2) Former Trolleybus Depot site, Westmead Road. Redevelopment/construction work still to start.

CAFC’s Floodlights and 3G Plastic Turf Planning Applications thrown out by Sutton Council

Sutton Council’s Development Control (or Planning) Committee unanimously threw out Carshalton Athletic Football Club’s two major planning applications last Wednesday (22nd January).

These applications were for (1) increased use of floodlights; (2) the replacement of the turf pitch with a 3G plastic pitch.

Local residents’ representatives and one of your councillors spoke against both of these planning applications at the meeting.

The reasons for refusal included serious concerns over the loss of amenity and damage to the area’s environment, with aCarshalton_Athleticdditional noise and nuisance caused by the floodlights and the anticipated significantly increased use of the ground, as well as a big impact on parking and traffic in local roads near the ground.

There were also considerable concerns expressed by those present about the possible impact of flooding on nearby residential properties, highlighted by the recent bout of very wet weather. We understand that the Football Club will be appealing against the Council’s decision. The appeal would go to the Planning Inspectorate based in Bristol, a Government agency.

We will be making our objections known to the planning inspector in due course. Unfortunately the planning inspector has the legal powers to overturn the Council’s decision.

Carshalton Athletic Planning Applications

The Council’s Development Control Committee will be meeting on Wednesday 22nd January 2014 to discuss the latest pair of important planning applications submitted by the Carshalton Athletic Football Club (which is a tenant) to Sutton Council (which is also the landlord as well as the planning authority). 

This pair of applications will have most potential effect on those residents living in Colston Avenue and the so-called Poets’ Estate area such as Coleridge Avenue, Court Drive, Shirley Avenue, Mead Cresecent and Brookfield Avenue.

Local councillors Jill, Hamish and Alan aim to attend and wish to ensure that the councillors on the committee are kept fully informed of residents’ views about the two interlinked planning applications no. C2013/68432/FUL (increased use of floodlights) and C2013/68433/FUL (new artificial pitch in lieu of grass pitch).

Residents may wish to attend the meeting which is held in public in Meeting Room 1 of the Civic Offices, St. Nicholas Way, Sutton SM1 1EA. The meeting starts at 7.30pm and this item is Agenda Item 2, so it should be heard shortly after 7.30pm.

Carshalton Central’s Street Tree Planting Schedule 2013

chsg-logo-printCarshalton High School for Girls: Sports Plans update… Cllr Alan Salter says: “Your local Lib Dem councillors met the school head recently to discuss local residents’ concerns about plans to build new school sports facilities.  We are pleased that the school have already taken some of these on board.  The school plans to submit a new bid for sports facilities to Sport England, which will be reduced in scope and less intrusive. The school will also change the “sports entrance” from Colston Avenue (CAFC entrance) to their current main entrance on West Street and introduce some parking bays. They have also agreed to involve residents informally.

40-46 Coleridge Avenue, Sutton – Planting

Local residents may have seen planting that was carried out to the landscaped area at 40-46 Coleridge Avenue, Sutton to the buffer slip and at the front of site at the end of March 2013.  Local councillors Alan, Hamish and Jill asked that this be done a few months’ ago.

The council’s planning officer has revisited recently and the plants seem to have taken well and given time will provide screening. 

In respect of the long narrow gap between the property of no. 38 Coleridge Avenue and the acoustic fence that the councillors’ also enquired about, unfortunately no requirement was made under the planning approval to screen this area and therefore the planning officer cannot enforce any screening.

Carshalton Athletic Football Club & Carshalton High School for Girls sports plans

Residents in the vicinity of the football club off Colston Avenue, Carshalton will receive from Jill, Alan and Hamish in the next day or two a Special FOCUS leaflet. Please see link to the leaflet at the bottom of this posting.

We will be delivering the leaflet to all households in nearby roads in the Poets’ Estate (northern, eastern and middle sections as far as Kingsley Avenue) and also eastern end of Westmead Road, and all of Highfield Road and Rossdale. The leaflet contains the following text:-

Cllr. Jill Whitehead, Chair of the Council’s Environment & Neighbourhoods Committee, says: “Your ward councillors and three local resident representatives recently met the Carshalton Athletic Football Club Chairman (CAFC) and his team to discuss their plans for a new all-weather football pitch, to replace the current earth pitch. They intend to apply for substantial funds from the Football Association and submit a planning application to Sutton Council in the autumn, with building starting in summer 2014. They plan to replace current training activity in Wrythe Recreation Ground with activity on the all-weather pitch in the ground, thus reducing traffic and parking stress along Brookfield Avenue.

Cllr. Alan Salter adds: “In order to reduce other parking and traffic stress in the Colston Avenue area, the club plans to seek double yellow lines and road signage for its entrance in Colston Avenue, and also direct visitors to park in a largely unused alternative car park at the rear of the ground next to the Woodland Trust nature reserve, which can accommodate significant numbers of cars. We have asked the club to look at ways the new pitch (if it is agreed) could be shielded from residents in Mead Crescent to reduce noise and light problems e.g. by planting trees or erecting a noise barrier. CAFC is currently going door- to- door in local roads to seek local residents’ views on their proposals, and will report back shortly on their consultation exercise.

Cllr. Hamish Pollock, Chair of the Council’s Carshalton & Clockhouse Local Committee added: “We have also just been alerted to plans by Carshalton High School for Girls to build a new sports hall, on the adjacent site next to Carshalton Athletic Football Club. This could put extra parking pressure on residents in Brookfield Avenue, who have already commented to us about parental parking, and in other roads on the Poets Estate, as well as problems of lighting and noise currently referred to by local residents.”

This photo of the one-year old development was taken by Cllr. Hamish Pollock on 26th February 2013.

Four houses were built in the ground of one former detached house (the original no. 40 Coleridge Avenue built by “Edser & Brown” – a typical “cottage-style detached house” in the 1920s period) at the junction of Coleridge Avenue with Shirley Avenue.  The fence on the right hand side of the photo is an acoustic fence designed to reduce the adverse affect of noise and disturbance on the occupants at no. 38 Coleridge Avenue behind.

Hamish worked with the then fellow councillors to support numerous local residents’ when they objected to these houses being given planning permission a few years’ ago.

We hope the planting to the enormous flower beds will be carried out soon….and we have asked planning officers to look into the matter as the houses have been occupied now for some time.
