Cllr. Hamish Pollock spotted some sort of building work going on at the former care home recently and so asked the Council to investigate.

A Message is just in from the Council’s Planning Enforcement officer:

Dear Councillor Pollock,

As a result of your E mail of 23 July I visited Parker Close SM5 3HD yesterday. I spoke with the owner and the builder, the works that are being carried out at the moment are internal and therefore are not subject to planning control. I understand that the owner has been in contact with the Council regarding conversion of the property to a single dwellinghouse. However to date no planning application has been received.

Parker Close – Planning Appeal Dismissed supporting Sutton Council’s refusal

Alan Salter reports: “We are pleased to report that the planning appeal for the redevelopment at Parker Close has been dismissed by the Government’s planning inspector based at Bristol. The appeal was made by the planning applicant against the decision by Sutton Council in October 2013 to refuse planning permission.”

Cllr. Jill Whitehead adds: “The development proposed was a change of use of the former care home into one 4 bedroomed, one 3 bedroomed with raised terrace area and four 2 bedroomed self-contained dwellings, as well as alterations to the existing elevations of the building. These alterations involved the formation of 3 gable roofs and erection of a part one, part two storey two bedroomed self-contained dwelling with a raised terrace area all with associated car parking and refuse and cycle storage.”

Cllr.   Hamish Pollock says: “There were a number of reasons for refusal which included firstly the effect of the scheme  on the supply of social and community facilities in the area. The second main   issue was the effect of the scheme on the living conditions of the occupiers of Nos. 54, 56 & 58 Salisbury Road and 123 to 129 Carshalton Park Road, with particular regard to privacy. The third main issue was whether satisfactory provision was made for refuse storage facilities. The planning inspector agreed with Sutton   Council’s refusal of planning permission on these grounds.”

   

Parker Close Planning Application rejected by Sutton Council…

Alan Salter says:”We are pleased to report that the recent planning application for houses and flats on the site of the care home in Parker Close off Salisbury Road has been rejected by Sutton Council, following objections by your three Lib Dem local ward councillors and very many local residents”.  The site backs on to some even-numbered properties in Blakehall Road, some odd-numbered houses in Carshalton Park Road.

The scheme included alterations to existing elevations involving formation of three gable roofs and erection of a part one, part two storey two-bedroomed self contained dwelling with raised terrace area, all with associated car parking and refuse and cycle storage. Parker Close off Salisbury Road: Major Planning Application

Cllr. Alan Salter reports: “Sutton Council has recently received a major planning application no. C2013/67895/FUL for the change of use and conversion/alteration of the existing care home in Parker Close off Salisbury Road into six flats/houses plus a new two storey house on the site”.

The proposal is to divide the former care home into one 4-bedroomed, one 3-bedroomed with raised terrace area and four 2-bedroomed self contained dwellings.

Cllr. Hamish Pollock says: “Your three local councillors have recently met with some concerned residents in the vicinity of the site to listen to their concerns. We will ensure that local residents’ views are made known to the council’s Development Control Committee when the time comes for the application to be decided upon by the committee”. 

The date for the meeting of the committee is to be advised soon and residents in the immediate vicinity of the site should be notified by the Council’s planning department.

Cllr. Alan Salter says: “As we reported earlier on 1st October, a planning application no: C2013/67895/FUL was received by Sutton Council for Oakhurst,  1 Parker Close, off Salisbury Road Carshalton SM5 3HF.”

The  Proposal is for… “A change of use of care home into one 4 bedroomed, one 3 bedroomed with raised terrace area and four 2 bedroomed self contained dwellings, alterations to existing elevations involving formation of three gable roofs and erection of a part one, part two storey two bedroomed self contained dwelling with raised terrace area, all with associated car parking and refuse and cycle storage.”

Local residents who may be affected will be those living in Salisbury Road, Carshalton Park Road and Blakehall Road.

The main issues are likely to include:- 1) Possible impact on parking in Salisbury Road; 2) Possible impact on local traffic, both people and cars on the access road; 3) Possible overlooking back gardens of Carshalton Park Road and Salisbury Road residents; 4) Concerns over the sheer scale of the proposals.

Local councillors agree with local residents who acknowledge that it would be unrealistic for this building to remain empty in perpetuity. It seems that the scale of of the proposal for many local residents is unacceptable. We will try hard to ensure that local residents’ concerns are taken into account when any decisions on this proposal are made at the Council’s Development Control Committee. The relevant meeting for this application may be the one due to be held on 20th November 2013 from 730pm in Meeting Room 1 at the Civic Offices, Sutton. More in a future posting.
